The DLC files themselves will function on any disc or digital English-language copy of Oblivion patched to, and the plugins were never released for the consoles or multilanguage versions of the game, hence the warning in the Steam store page that Deluxe is only available in English and if you want it translated, you should buy the "regular" GOTY edition instead. Buying it from Steam is the best way to get it, until they release it on GoG (like it was done with Morrowind). The differences between the retail discs of Oblivion are by release date (patch level) and copy protection, I own the standard edition disc, already patched to that has a simple disc check on the launcher, however, most if not all GOTY and GOTY Deluxe discs have nasty SecuROM copy protection on both the game disc and the DLC installers. The retail Deluxe version that comes with the official plugins also contains these on the second disc. Oblivion takes an entire DVD as is, so every disc copy that comes with DLC (Shivering Isles and Knights of the Nine) has it on a second disc.
